You would want to be a law abiding citizen, but the police will ensure that they will trouble you even for this!!! This is my experience: I was shuttled between three police stations, with each station saying the form needs to be submitted to some other police station. The list of documents to be attached varied from one staion to other, while the form just mentions about letter from employer and identity proof. I was sent back from one station and asked to attach rental agreement. Then, during my next visit, I was told that proof of permanent residence address is also required. At one station, the person at desk was so arrogant that he did not take his head up and speak to em for full 15 mins! and what urgent work was he doing? reading news paper!... I am still "trying" to submit the forms. Will Dr.Satya Pal Singh educate his team members on how to behave with law abiding citizens?!!
